Appropriates $1,968,534 from the Parks and Tourism Fund Account for the Arkansas History Commission's personal services and operating expenses for fiscal year 2015-2016.

Establishes a maximum of 25 regular employees including 1 director at $93,843 annually, 7 archival managers, 7 archival assistants, and other archival and administrative staff at various grade levels.

Authorizes up to 3 temporary or part-time "Extra Help" employees at rates not exceeding those set by the Uniform Classification and Compensation Act.

Appropriates an additional $71,800 from a cash fund for maintenance and general operations of the Arkansas History Commission.

Declares an emergency clause making the act effective July 1, 2015, necessary for the agency's operation and to comply with the state constitutional prohibition on appropriations exceeding one year.
