Appropriates $4,798,533 from state operations funds and $11,604,609 from cash funds to College of The Ouachitas for fiscal year 2015-2016, totaling $16,403,142

Establishes maximum of 224 regular employees including 19 administrative positions (President at $154,578 annually), 32 classified positions, 9 academic positions, and 42 full-time plus 96 part-time faculty

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

Designates combating illiteracy and providing industrial workplace training as high priorities for the college through June 30, 2016

Requires College of The Ouachitas to limit Clark County offerings to non-academic technical courses not offered by Henderson State University and establish physical presence only through partnership with Henderson State's Community Education Center
