Amends Arkansas Code § 14-48-115 regarding how vacancies in mayor or board director positions are filled in cities with a city administrator form of government

Board of directors shall appoint a person to fill the vacancy by majority vote at the first regular meeting after the vacancy occurs if the vacancy happens less than 6 months before the next general municipal election

If the vacancy occurs more than 6 months before the next general municipal election, a special election must be called by proclamation to fill the remainder of the unexpired term

The mayor issues the proclamation for a special election if the vacancy is in a board director position; the highest ranking board member issues the proclamation if the vacancy is in the mayor's position
