Reappropriates $101,000 in unexpended capital improvement funds to the Arkansas Cemetery Board from Act 17 of 2014, effective July 1, 2015.

Authorizes funds for cemetery maintenance and operations costs for insolvent, licensed perpetual care cemeteries in court-ordered receivership or conservatorship for 5 or more years, with acquisition costs capped at $1,000 per cemetery.

Expands eligible uses to include grants to non-profit and government entities for care and improvement of historic perpetual care cemeteries.

Prohibits contracts or obligations exceeding available State Treasury funds and requires strict compliance with state purchasing and accounting laws unless otherwise provided by law.

Declares an emergency effective date of July 1, 2015, to ensure the Arkansas Cemetery Board can operate without interruption, with approval granted on March 13, 2015.
