Reappropriates $1,730,815 in remaining balance from Act 58 of 2014 to the Department of Information Systems, effective July 1, 2015, payable from the Sustainable Building Design Revolving Loan Fund for renovation of state-owned property.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Restricts use of appropriated funds to stated purposes identified in budget manuals, agency requests, executive recommendations, legislative recommendations, and official meeting minutes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2015, citing Arkansas Constitution's one-year appropriation limit and the necessity for immediate agency operations and essential governmental programs.
