Senate Bill 255 Summary

• Reappropriates remaining balances from Act 232 of 2014 capital improvement appropriations for State Capitol building projects including HVAC upgrades ($4,905,900), rotunda dome painting ($989,622), roof and window repairs ($937,103), and various other maintenance and infrastructure improvements totaling approximately $10.3 million.

• Reappropriates $785,000 from Act 273 of 2014 for grants related to acquisition, management, stewardship or preservation of state-owned lands, historic sites, buildings, structures or objects.

• Expands authorized use of funding for the Arkansas Fallen Firefighters' Memorial to also include upkeep, maintenance, preservation and repair of all Monuments and Memorials on State Capitol grounds.

• Establishes that all appropriations are effective July 1, 2015, and funding may be supplemented by grants, donations, Federal funds, and agency cash income without reducing maintenance and general operations budgets.

• Declares an emergency clause to make the act effective immediately on July 1, 2015, citing constitutional restrictions on year-to-year appropriations and the need for continued agency operations.
