Amends Arkansas Code § 5-73-110 to modify procedures for handling property seized from minors or mentally defective/irresponsible persons by law enforcement officers who disarm them without arrest

Requires seized property be held for 72 hours by the law enforcement agency that seized it

After the 72-hour hold, property must be returned upon request and valid proof of ownership to either the owner (if 18+ years old and legally able to possess it) or the parent/legal guardian (if owner is a minor and legally able to possess it)

Removes prior language regarding contraband treatment and court show cause proceedings for seized property disposition
