Appropriates $120,000 to the University of Arkansas for Medical Sciences for the Arkansas Commission for the Newborn Umbilical Cord Blood Initiative for equipment, equipment maintenance, and supplies.

Funds are payable from the General Improvement Fund and may be supplemented by grants, donations, federal funds, and unobligated cash income available to the institution.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations promulgated by the Department of Finance and Administration.

Restricts the use of existing Maintenance and General Operations appropriations for the agency from being applied to purposes funded by this act.

Declares an emergency clause making the act effective July 1, 2015, and approved on March 16, 2015.
