Authorizes four regular employees: Executive Director (Grade N902), Regulatory Board Chief Investigator (Grade C123), Executive Assistant to the Director (Grade C118), and Administrative Specialist III (Grade C112).

Allocates funds as follows: $207,071 for regular salaries, $65,354 for personal services matching, $163,178 for operating expenses, $29,700 for conferences and travel, and $11,500 for professional fees.

Requires the board to request legal services from the Arkansas Attorney General; the Attorney General may authorize private legal counsel only if written certification confirms necessity and the office lacks sufficient personnel.

Takes effect July 1, 2015, with emergency clause declaring necessity for immediate operation of the agency; approved 03/06/2015.
