Transfer $50,000,000 to the Economic Development Incentive Quick Action Closing Fund for incentives to attract new business and economic development to the state.

Appropriate $20,000,000 for grants and loans to support public works projects, job training, industrial parks, aircraft and aerospace industry expansion, port and waterway development, technology-based projects, intermodal facilities, environmental mitigation, and water and sewer system improvements.

Allocate $3,000,000 for workforce training incentives to help Arkansas companies upgrade existing workforce skills and build capacity for on-going training needs.

Appropriate $37,500,000 from the Economic Development Incentive Fund for financial incentives to companies locating new facilities or expanding existing facilities in Arkansas.

Direct $7,500,000 total for strategic plan implementation ($500,000) and bond payments for economic development projects authorized under Amendment 82 ($7,000,000), with an effective date of July 1, 2015.
