Appropriates $45,892,485 from the General Improvement Fund to the Secretary of State for various capital improvement projects.

Funds include HVAC upgrade ($6,500,000), roof and window repair ($2,500,000), North Entry Promenade improvements ($538,112), and stone restoration ($3,500,000) for the State Capitol building.

Allocates $30,000,000 for statewide voting machine equipment replacement, the largest single appropriation in the bill.

Authorizes additional projects including restroom facility maintenance ($500,000), electrical panel replacement ($212,980), and "Green" initiatives ($1,500,000) for energy efficiency and environmental improvements.

Establishes that funds can only be spent within available State Treasury amounts, permits supplementation with grants and donations, and requires compliance with state purchasing and fiscal control laws; effective July 1, 2015.
