Appropriates $500,000 to the Workers' Compensation Commission from the Workers' Compensation Fund for major maintenance, renovation, repair projects, and HVAC system upgrades.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the Commission to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations during fund disbursement.

Declares an emergency effective July 1, 2015, stating that the appropriation is essential to agency operations and necessary for immediate preservation of public peace, health, and safety.

Requires funds to be disbursed in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations.
