Appropriates $6,000,000 to the Department of Parks and Tourism from the General Improvement Fund for maintenance, renovation, construction, acquisition, improvement, upgrade and repair projects on state-owned real property and facilities

Permits the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but restricts using general operations appropriations for these capital projects

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds

Directs that funds be used in compliance with stated reasons in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations from the Department of Finance and Administration

Declares an emergency effective July 1, 2015, citing the constitutional one-year appropriation limit and essential need for agency operations
