Appropriates $5,000,000 from the General Improvement Fund to the Department of Human Services - Division of Youth Services for upgrades and improvements to surveillance systems at all juvenile detention facilities.

Contracts and obligations may not exceed available State Treasury funds, but the agency may supplement with grants, donations, Federal funds, and unobligated cash income.

Appropriations for Maintenance and General Operations of the agency cannot be used for the purposes outlined in this act.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted by law.

Act becomes effective July 1, 2015 and is declared an emergency measure necessary for the immediate operation of the agency.
