Appropriates $2,000,000 to the Department of Finance and Administration - Management Services Division from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, data processing, personal services, operating expenses, and repair of real property and facilities department-wide.

Appropriates $1,500,000 to the Department of Finance and Administration - Management Services Division from the General Improvement Fund for implementation of and contractual services for the SAP Employee Self Service (ESS) Time Entry and Approval and Leave Request module.

Requires all contracts and obligations to comply with State Treasury fund availability and applicable State purchasing, accounting, budgetary procedures, and fiscal control laws unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2015, finding that the appropriations are essential to agency operations and any delay could cause irreparable harm to governmental programs.
