Appropriates $1,000,000 to the State Crime Laboratory from the General Improvement Fund for the fiscal year ending June 30, 2016, to fund maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Authorizes the State Crime Laboratory to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income, provided that existing Maintenance and General Operations funds cannot be redirected for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds.

Establishes that funds must be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official Arkansas Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective date of July 1, 2015, citing the constitutional prohibition on appropriations exceeding one year and the necessity for immediate agency operation.
