Appropriates $2,100,000 to the Department of Education - Arkansas School for the Blind for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Authorizes the school to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

Prohibits use of Maintenance and General Operations appropriations for these general improvement projects.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency effective July 1, 2015, to ensure uninterrupted agency operations and was approved on February 23, 2015.
