Appropriates $40,000,000 from the General Improvement Fund to the Department of Education - Division of Public School Academic Facilities and Transportation for transfer to the Educational Facilities Partnership Fund Account.

Authorizes institutions and agencies to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Prohibits use of Maintenance and General Operations appropriations for any purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2015, citing the constitutional prohibition on appropriations exceeding one year and the essential need for agency operations.
