Appropriates $3,000,000 from the Educational Buildings Maintenance Fund to the Department of Education for building and grounds maintenance, equipment maintenance contracts, insurance, janitorial services, major maintenance costs, renovation, improvements, repairs and operations for four buildings in the Capitol Complex.

Appropriates $5,000,000 from the General Improvement Fund to the Department of Education for computer science initiatives.

Permits the Department to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full costs of projects.

Requires strict compliance with state purchasing, accounting, budgeting, and revenue stabilization laws in disbursement of funds unless specifically exempted by law.

Declares an emergency effective date of July 1, 2015 to ensure continued operation of the agency and prevent harm to essential governmental programs.
