Appropriates $400,000 to the Arkansas Department of Emergency Management from the General Improvement Fund for replacement of the State Emergency Operations Center Audio Visual Equipment.

Authorizes the department to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing funds.

Specifies that funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations.

Declares the Act effective July 1, 2015 as an emergency measure necessary for the immediate operation and administration of essential governmental programs.
