Appropriates $5,998,000 to the Oil and Gas Commission from the Oil and Gas Commission Fund for construction of an office building in Little Rock.

Prohibits contracts or obligations from exceeding State Treasury funds actually available, but permits agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Specifies that fund disbursement must comply with stated reasons for the appropriation as documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2015, and prohibits use of Maintenance and General Operations funds for the appropriated project purposes.
