Appropriates $5,400,000 to the Department of Education - Arkansas School for the Deaf from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Authorizes the school to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations from the Department of Finance and Administration.

Prohibits using appropriations for Maintenance and General Operations funds for the purposes specified in this act.

Declares an emergency clause with an effective date of July 1, 2015, stating that delayed implementation could harm essential governmental programs; bill approved February 25, 2015.
