Appropriates $500,000 to the Department of Finance and Administration - Disbursing Officer for major maintenance, renovation, repair, or construction to provide contingency appropriation for capital projects, payable from the General Improvement Fund.

Appropriates $12,000,000 to the Department of Finance and Administration - Disbursing Officer for State Motor Vehicle Acquisition, payable from the General Improvement Fund.

Restricts contract awards and obligations to State Treasury funds actually available, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015, finding that delays beyond this date could harm proper administration of essential governmental programs.
