Appropriates $2,500,000 to the Arkansas Public Defender Commission from the General Improvement Fund for expenses related to resentencing of juveniles sentenced to mandatory life without parole for fiscal year ending June 30, 2016.

Prohibits contracts and obligations from exceeding available State Treasury funds, but allows the Commission to accept grants, donations, and Federal funds to supplement State funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds.

Designates funds must be used only for stated purposes as evidenced by Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective July 1, 2015, finding that the one-year appropriation limit in the Arkansas Constitution requires immediate effectiveness to ensure proper agency operation.
