Modifies Arkansas Code § 6-85-212(i) to clarify scholarship award priorities when state lottery funds are insufficient to meet all commitments under the Academic Challenge Scholarship Program.

Prioritizes students with continuing eligibility over first-time applicants for scholarship funding.

Establishes three-tier ranking system for continuing eligible students: first priority to those with highest progress toward degree completion in critical workforce need areas or STEM fields; second priority to those in other fields; third priority based on highest high school or postsecondary grade point average if funding remains insufficient.

For first-time applicants after continuing eligible students are funded, awards scholarships based on highest ACT or ACT equivalent scores.

Uses random drawing to determine scholarship awards among first-time applicants with equivalent ACT scores when funding is still insufficient.
