Updates special license plate eligibility requirements and the Higher Education Opportunities Grant Program to recognize any federal Department of Education-approved accrediting agency.

Changes the Arkansas Higher Education Performance Reporting System to utilize assessment outcomes from any federally-recognized accrediting agency rather than specifically the North Central Association of Colleges and Schools.
