Appropriates $50,000 to the Arkansas State Game and Fish Commission from the General Improvement Fund for grants supporting the Hunters Feeding the Hungry program statewide.

Authorizes the Commission to adopt new rules and regulations to implement the appropriation without restriction by existing program requirements.

Permits the Commission to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to cover project costs.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective date of July 1, 2015 to ensure continuity of agency operations and was approved February 27, 2015.
