Appropriates $1,000,000 to Rich Mountain Community College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Permits the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Mandates that funds be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative recommendations.

Declares an emergency effective July 1, 2015, stating that the appropriation is essential to agency operations and required by Arkansas constitutional restrictions on multi-year appropriations.
