Allows property owners in counties contiguous to cities or towns of the first class, second class, or incorporated towns to petition for annexation by submitting a written petition with property description and service schedule to the city or town governing body.

Requires county assessor and county clerk to verify within 15 days that the petitioner's identity is confirmed, no unwilling property owners are included, property is contiguous to the city or town, and no enclaves will be created.

Requires county judge to review petition and verifications for completeness and accuracy within 15 days, then forward petition and findings to the contiguous city or town.

Allows city or town to grant or deny the petition by ordinance or resolution; if accepted, the clerk must certify and send the annexation plat and ordinance to the county clerk, Secretary of State, and Arkansas Public Service Commission Tax Division Director.

Makes annexation final 30 days after the governing body passes the ordinance or resolution; allows legal challenges only within the 30-day period for property owners objecting to the petition or persons asserting failure to comply with the law.
