Appropriates $1,000,000 to the University of Arkansas Community College at Hope from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Permits the institution to supplement State Treasury funds with grants, donations (including Federal funds), and unobligated cash income to finance projects, but prohibits use of Maintenance and General Operations funds for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations from the Department of Finance and Administration.

Specifies that funds must be disbursed in compliance with stated reasons documented in budget manuals, letters, and official Arkansas Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective July 1, 2015, citing the Arkansas Constitution's one-year appropriation limitation and the necessity for immediate agency operations.
