Appropriates $1,000,000 to Cossatot Community College of the University of Arkansas from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Allows the college to supplement state funds with grants, donations including federal funds, and unobligated cash income to finance the full project costs.

Prohibits use of appropriated funds to replace existing Maintenance and General Operations funds for the agency.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations in fund disbursement.
