Appropriates $1,000,000 to Henderson State University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Allows Henderson State University to supplement the appropriated funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Prohibits use of existing Maintenance and General Operations funds for any purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015, allowing the appropriation to be used immediately for essential university operations.
