Amends Arkansas Code § 19-4-609 to revise productivity reporting requirements for state agencies and institutions of higher education, replacing monthly reporting with monthly submissions to the Bureau of Legislative Research by the 20th of each month.

Requires state agencies to report 12 specific data points monthly including appropriated positions, full-time employees, vacant positions (budgeted and unbudgeted), extra-help positions, overtime, straight time, and compensatory time hours.

Requires institutions of higher education to report 9 specific data points monthly including appropriated full-time positions, full-time employees regardless of funding source, vacant positions, part-time and extra-help employees, overtime, straight time, and compensatory time hours, with special provisions for nine-month staff.

Mandates compilation of monthly data into quarterly reports submitted to the Legislative Council as two separate reports: one containing averages for each state agency and one for each institution of higher education.

Requires all state agencies and institutions of higher education to provide a list of all positions vacant for at least one year in the fourth quarter of each fiscal year.
