Terminates all services, coverage, and premium assistance under the Health Care Independence Program effective December 31, 2016

Allows the Department of Human Services to continue paying expenses incurred before December 31, 2016, for program participants determined to be more effectively covered through traditional Arkansas Medicaid

Requires persons enrolled in the Health Care Independence Program to receive coverage under traditional Medicaid or Medicaid waiver programs if they were previously eligible before October 1, 2013

Directs the department to submit state plan amendments or federal waivers to eliminate eligibility for qualified family members and individuals under 42 C.F.R. § 435.119

Permits the department, with General Assembly and Governor approval, to seek state plan amendments or federal waivers to restore Medicaid programs that were ended due to the Health Care Independence Program implementation

Establishes an enrollment freeze in the Health Care Independence Program effective December 31, 2015, to prevent new enrollments in the program's final year
