Appropriates $200,000 from the General Improvement Fund to the Department of Arkansas Heritage for a grant to a nonprofit organization to construct a bicentennial statue or monument in Arkansas' capitol city commemorating Arkansas' role in the land survey of the Louisiana Purchase.

Authorizes the Department of Arkansas Heritage to adopt new rules and regulations to carry out the appropriation, exempt from requirements applicable to other programs.

Permits the receiving institution to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the entire project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency effective July 1, 2015, citing the one-year appropriation limitation in the Arkansas Constitution and the need for immediate implementation.
