AR SB314

Increases the membership of the Arkansas Racing Commission from five (5) to seven (7) members.

Requires the Governor to appoint the two (2) new members within thirty (30) days after the act's effective date.

Directs the two new members to draw lots to establish staggered terms ending on January 14 of the fourth and fifth years following the year the regular term commenced.

Declares an emergency to expedite the appointment process, finding the additional members necessary for the commission to perform its powers and duties effectively and efficiently.

Becomes effective immediately upon Governor approval, expiration of the veto period, or veto override by the legislature.
