Amends Arkansas Code § 7-7-105(c) to allow unopposed candidates in special elections to fill vacancies to take office immediately after the Governor's proclamation, without waiting for a general election.

Governor must cancel the general election and declare a candidate elected within 30 days of the special primary or runoff election if only one candidate remains and no write-in candidates have filed notice.

Elected candidate may be sworn in immediately upon execution and filing of the proclamation with the Secretary of State.

Exempts special elections for Lieutenant Governor vacancies from being held if the vacancy occurs less than 10 months before the next scheduled general election, the office would normally be filled at that election, and the Governor determines holding a special election is impractical due to timing.
