Reduces the minimum age requirement for used or secondhand motor vehicles, equipment, or machinery from two (2) years to one (1) year from the date of original manufacture.

Reduces the minimum prior use requirement from five hundred (500) working hours to two hundred fifty (250) working hours, or from ten thousand (10,000) miles to five thousand (5,000) miles.

Requires vendors to provide a written statement on the bill of sale certifying that purchased used items meet the new age and usage thresholds, with the statement filed to the county clerk at time of purchase.

Lowers the mileage threshold for competitive bidding requirements for leased vehicles from ten thousand (10,000) miles to five thousand (5,000) miles before counties may purchase without soliciting bids.
