Appropriates $310,000 from the General Improvement Fund to the Department of Arkansas Heritage - Historic Preservation for land acquisition and improvement of the historic Elkin's Ferry Battlefield near Prescott, Arkansas.

Allows the department to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for the project.

Prohibits using appropriations for Maintenance and General Operations of the agency for any purposes other than those specified in the act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes an emergency effective date of July 1, 2015 to ensure immediate operation of the appropriation without delay.
