Appropriates $4,000,000 total from the General Improvement Fund to eight Arkansas Economic Development Districts for personal services, operating expenses, construction, improvements, equipment, renovation, maintenance, and parking lot work ($500,000 each).

Recipient districts include Northwest, North Central, Northeast, Southeast, Southwest, Western, West Central, and Central Arkansas Economic Development Districts.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows recipient agencies to accept federal grants, donations, and use unobligated funds to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2015, as required by the Arkansas Constitution's one-year appropriation limit, approved March 16, 2015.
