Appropriates $500,000 from the General Improvement Fund to the Department of Parks and Tourism for construction, renovation, and improvements to the Arkansas River Trail system.

Allows the Department to accept and use grants, donations, and Federal funds to supplement state appropriations for project financing.

Prohibits maintenance and general operations funds from being used for purposes authorized in this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws unless specifically exempted by law.

Takes effect July 1, 2015 and is declared an emergency measure necessary for immediate preservation of public peace, health, and safety.
