Appropriates $250,000 to the Department of Rural Services for community improvement grants to counties for county fairs and rodeos, including operating, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriates $250,000 for grants to libraries, fire departments, counties, municipalities, subdivisions, or other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses.

Authorizes the Department of Rural Services to adopt new rules and regulations to carry out the appropriations without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with federal grants, donations, and unobligated cash income for project financing.

Declares an emergency effective date of July 1, 2015 to ensure immediate operation of the agency and prevent disruption to governmental programs.
