Appropriates $1,000,000 each to eight regional economic development districts in Arkansas from the General Improvement Fund for planning and development grants

Recipient districts are: Northwest, North Central, Northeast, Southeast, Southwest, Western, West Central, and Central Arkansas Economic Development Districts

Authorizes recipients to accept supplemental grants, donations, and federal funds to supplement state appropriations for project financing

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement

Act becomes effective July 1, 2015 and includes emergency clause declaring immediate effectiveness essential to agency operations
