Appropriates $1,000,000 to Arkansas State University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracting or obligations exceeding available State Treasury funds, but allows the university to supplement with grants, donations, Federal funds, and unobligated cash income.

Restricts use of existing Maintenance and General Operations appropriations for purposes covered by this act and requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.

Requires funds to be disbursed in compliance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency effective July 1, 2015, citing constitutional requirements for annual appropriations and the need for immediate funding to maintain essential university operations.
