Appropriates $250,000 to Southern Arkansas University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Allows the university to supplement state funds with grants, donations, federal funds, and unobligated cash income, provided that existing maintenance and operations funds cannot be diverted for these purposes.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations in disbursing funds.

Directs that funds be used in accordance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative council or joint budget committee minutes.

Declares an emergency effective July 1, 2015, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate funding to maintain university operations.
