Appropriates $250,000 to Henderson State University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits Henderson State University to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

Prohibits the use of existing Maintenance and General Operations funds for the purposes appropriated in this act.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Effective July 1, 2015, with an emergency clause declaring the funding essential to university operations.
