Appropriates $750,000 to Arkansas State University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Allows the university to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs.

Prohibits using maintenance and general operations funds appropriated for other purposes toward projects funded by this act.

Requires strict compliance with state purchasing, accounting, budgeting, revenue stabilization, and fiscal control laws in disbursement of funds.

Declares the act effective July 1, 2015, as an emergency measure necessary for continued agency operations, with approval date of March 16, 2015.
