Appropriates $750,000 to the Department of Human Services - Division of Developmental Disabilities Services for grants to Human Development Centers serving developmentally disabled individuals.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriations shall not be restricted by requirements applicable to other programs and new rules and regulations may be adopted to carry out legislative intent.

Institutions may supplement state funds with grants, donations, federal funds, and unobligated cash income, provided maintenance and general operations funds are not diverted for these purposes.

Act becomes effective July 1, 2015 and is declared an emergency measure essential to agency operations.
