Appropriates $250,000 to the Department of Rural Services for grants to Arkansas Boys and Girls Clubs for youth program activities, including operating, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriates $250,000 for grants to fire departments, counties, municipalities, and other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Appropriates $250,000 for grants to counties for law enforcement operating, construction, improvements, equipment, renovation, and maintenance expenses.

Authorizes the Department of Rural Services to adopt new rules and regulations to implement the appropriations and permits agencies to supplement state funds with grants, donations, and federal funds.

Takes effect July 1, 2015 with an emergency clause declaring the immediate effectiveness essential to agency operations.
