Appropriates $250,000 from the General Improvement Fund to the Department of Human Services - Division of Youth Services for grants to community-based and juvenile delinquency prevention programs.

Authorized uses of funds include personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Allows institutions and agencies to supplement state funds with grants, donations, and federal funds, but prohibits use of existing maintenance and operations appropriations for these purposes.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless specifically exempted by law.

Effective July 1, 2015, with emergency clause declaring the appropriation essential to agency operations.
